Hardwood Hoops Regular Season Free Agency General Regulations- Regular Season Free Agency ("RSFA") extends from the day of the first game of the regular season year until the first day of the playoffs.
- Contracts that GMs create in regular season free agency are limited to being between 1 and 4 years in length.
- You may not sign a free agent if the signing takes your team over the salary cap. The only exception to this is if it is to the league minimum salary.
- The maximum amount that a contract can increase or decrease each year is by 7.5% of the initial offer or the league minimum salary.
- If your team has the maximum of 15 players on it's roster you may not bid for free agents.
- You must wait one month before a signed free agent can be traded or released.
- A player must be created before they can be signed. If a player is not on the Free Agent list and you wish to sign them, first post a player creation thread in the Stock Watch Discussion. Once the player has been created and added to the Free Agents list they can be bid upon.
- Regular Season Free Agency can continue during Off Season Free Agency.
- Negotiations for a player must be performed with the assigned Player Agent for that player.

Hardwood Hoops Off-Season Free Agency General Regulations- Off-Season Free Agency ("OSFA") extends from the day of salary progression (typically July 1st) until the start of the regular season.
- Negotiations for all players during OSFA must be performed with the assigned Player Agent for that player.
- Contracts cannot be longer than 4 years in length (unless Bird Rights).
- The maximum an offered salary can increase/decrease per year is by 7.5% of the initial offer or the league minimum salary.
- Contracts may only contain one Player or Team Option. Options can only exist in the final year of a contract.
- Players signed during Off Season Free Agency cannot be traded until December 15th of the regular season following their signing.

Hardwood Hoops Bird Rights - Bird Rights allow a team to exceed the Salary Cap when re-signing a player during Off-Season Free Agency (note that teams are still subject to Hard Cap constraints).
- Bird Rights are automatically granted to any player who enters into a contract of 3 or more years, or spends 3 consecutive seasons with the same team. Starting with the 2026 offseason, the wording will be modified as follows: A team possesses the Bird Rights to a player if that player has not changed teams via free agency in the two preceding off season free agency periods.
- All rookies automatically receive bird rights regardless of contract length.
- Bird Rights are tradeable and stick with the player for the life of his contract.
- Bird Rights must be claimed during the designated time period (which will be announced) at the conclusion of the contract.
- If a team claims the Bird Rights to one of their players, an amount of money will be placed against that team's salaries before re-signing the player. The amount of money will be equal to a player's previous year's salary, except for rookie scale contracts for which the cap hold will equal the qualifying offer.
- If a GM has already claimed Bird Rights but then wishes to renounce them at a later time during the off season, a reply to the original claim thread will suffice to relinquish Bird Rights to a player and clear a cap hold.
- Bird Rights are denoted in the Rosters page by a * next to the player's name. A ** means that the bird rights on contingent on the player or GM accepting a player or team option in the final year of the contract.

Hardwood Hoops Restricted Free Agency General Regulations- All first round picks will have their fifth year as Qualifying Offer (denoted by green in the Rosters page) and will be subjected to Restricted Free Agency ("RFA"). RFA applies on the year of the Qualifying Offer ("QO") not after the year of the Qualifying Offer.
- GMs must claim restricted free agent rights via the Claim RFA Rights board during the designated time period (which will be announced). If a GM claims RFA rights, the QO will act as a cap hold during OSFA.
- If a GM does not claim RFA rights, the QO will be removed from the Rosters page and the player will be an unrestricted free agent. GMs may not claim bird rights on players whose RFA rights were not claimed.
- GMs may renounce RFA rights at any point during Off-Season Free Agency. Renouncing RFA rights will cause the player to become an unrestricted free agent with Bird Rights. If the GM wishes to remove the Bird Rights cap hold, the GM must renounce the Bird Rights to that player.
- A restricted free agent is subject to his current team's Right of First Refusal, meaning that the player can be signed to an offer sheet by another team, but his current team reserves the right to match the offer and keep the player. A GM will get the right of first refusal even if they do not offer a contract to the RFA.
- An offer sheet is a contract offer of at least two years made by another team to a restricted free agent.
- The player's current team has 48 hours to match the offer once communicated by the Player Agent, or loses the player to the new team.
- All RFA negotiation is performed through a Player Agent.
Example ProcessStep 1: Send in your "Pitch" for a RFA to that player's agent. - The Player Agent will let you know that they've received your offer, and they will take into account all of the offers received for the player.
- The Player Agent will determine which offer is best. If the best offer is not from the re-signing team, then the Player Agent will sign an Offer Sheet with a new team and communicate the Offer Sheet to the re-signing team.
- Unlike UFA, there is no follow up in RFA, once you send in your initial bid, you cannot change it or the pitch.
- Make sure to include all relevant factors that the player will want to consider in joining your team, including the contract itself and the No Trade Clause if applicable.
Step 2: The owner of that player has the following options: - Offer a contract-extension just like any other team but risk signing him to a contract higher than the highest contract offer from another team. In case the player will not re-sign with him, he can still match the offer which that player signed.
- Wait for him to sign an offer sheet and decide if he will match it or not (a GM has 48 hours to match).
Step 3: The Restricted FA, through the Player Agent, now has three options: - Accept the contract-extension of his team.
- Sign an offer sheet from another team (note that the original GM has 48 hours to match).
- Accept the Qualifying Offer and be an Unrestricted Free Agent in next years offseason.

The follow rules were removed as we have league precedence of not following them: - The minimum increase to an offer for a free agent is $100,000.
- No more than two Free Agents can be signed in 1 week (real-time) by each team.

Rule Update 9/1/2024:In order to remain consistent with the NBA, starting with the 2025 Offseason the following rule will be revised to 8.0% rather than 7.5%: - The maximum amount that a contract can increase or decrease each year is by 8.0% of the initial offer or the league minimum salary.
